What have I done now?

Nobody said the first rains. The timeline was within a year after the rains. That first water has percolated between the paving stones and is slowly starting to work its magic on the substrate, loosening the particles. It's the same way a pothole forms. Gradually.

buuuut what about all the times infra has been stolen and broken in the east rand . All the robots between Heidelberg and Benoni have been stolen. AS IN LONGER LONGER there. Not even the poles in some cases. Been 4 way stops for years

Irregular expenditure is goin to be a PITA. Never mind they rack up 2 years worth of unpaid contracts which the next incumbent will be saddled with. DA had this problem in Ekh and PTA when they had their stints there
