Safari preloads all PDF's?

I noticed that opening this simple page takes 5 seconds, while any PDF open instantly. It should be in reverse. It is on the fast LTE external Internet connection, tablet using WiFi, so maybe Safari makes wrong decision based on speed of my connection?

Loads in a second for me on ADSL, the web page is 3.27MB while most of the PDF documents are about 160KB.

I don't see any indication my side that Safari is preloading these PDFs.
