I have this week been confronted with a tab2 10" tablet that had been left in a draw for a few months and not kept charged.
The device would not start.
I found a link about this issue with SS devices that might be useful to others'.

I opened the tab2, found the battery link and disconnected the battery and then reconnected but still, nothing happened.
I decided to disconnect the battery for 10 minutes and tried again. Still nothing happened.
I then measured the voltage on the battery and found it to be at 3.38V on a Li-ion. That did not seem extremely low to me.
I then measured the residual charge across the power pins on the tab2 and there was a momentary flick of the multimeter, showing some residual charge still present on the Motherboard. Thereafter nothing measurable was present.
Reconnecting the battery, then triggered the recharge process and the tab2 is now completely functional again.
So in conclusion, the residual charge on the motherboard has to completely dissipate before you can kick start the recharge process. A multimeter voltage measurement is enough to dissipate the residual charge.
