Why should they? They're not in the insurance business :wtf: If your phone gets stolen it's your problem you can use your Samsung account to remotely wipe it.

If they can deactivate stolen phones then it will reduce the possibility of people stealing it.

I highly doubt that a firmware update would be on a cell phone thieve's to do list. So how would they force it to download without user input or consent?

It already downloads patches automatically.
