SANRAL amends Etolls act: Report

The SA National Roads Agency Limited (Sanral) is amending regulations to the e-tolls legislation, The Star newspaper reported on Thursday.

The transport department issued a notice in the Gazette which gave the public until December 27 to comment on the changes.

The amendments would ensure that foreign road users -- motorists not licensed in South Africa -- also had to pay e-tolls, and extended the period Sanral had to send an invoice to motorists, it reported.

At the moment, Sanral had 32 days to send an invoice, but this would be extended to 60 days.

Another proposed change was that Sanral keep a register to record all transactions of motorists who used the roads, including users who were not registered.

2) The Act isn't being amended, but the regulations.

It's a year since they started yet I've only received 3 invoices. They need to ad another 0 to that 32 days.

They haven't the foggiest who has used the roads. They may presume that the registered owned is the user but that isn't the same as the actual user, is it?

But now my question is, if they can only send out the invoice in the 60 days time period (And lets assume we live in a perfect world and the post office works as it should have), and you really want to pay the outstanding amount.

This is what I don't quite get...I thought the ministry of transport had said a few months back that sanral needed to give motorists more time to pay than the 7 days before penalising them by way of hand-over to the vpc thing. Nothing seems to have changed other than that they now want more time to send you the same useless invoice telling you that you have been handed over to the vpc? How is this going to change the hearts and minds of any road user?
