Nah, I don't think people stress about it. The old mutual building in dbn for example gets evacuated a lot (the US consulate is or was on the upper floors) and the people that worked there were not to phased about it if you ask me, was more of a convenience than anything else.

The problem is that you have to evacuate every time. The threat only has to be real once for it to be a disaster.Evacuations costs time and money. And it will wear people down.
