My thinking exactly. Seems like a meaningless label.

Or on the flip side, maybe these people are really shallow and choose a partner on a single attribute.

Romantic attraction (as per the OP), not sexual attraction. If you're sexually attracted to intelligence in a person you would be a sapiosexual. You could be both a sapiophile and a sapiosexual of course

Of course yes, both are possible. And I believe everyone fits in to that category to a degree. It's really a relative term. You might find a sapiophilic attraction to a certain person who I might find to be a dullard and set my sights higher. It's all relative.
 
I see it all the time on dating profiles. As best I can gather, it means something like:

"I'm of average intelligence and deeply insecure about it. I like hanging out with someone who makes me feel smart and am easily impressed by someone with a broad general knowledge. Don't you dare disagree with me on any of my half-baked ideas or poorly reasoned opinions"

It essentially boils down to the person being attracted to intellectual conversation, knowledge on various issues and the ability to hold a conversation. Often contributed to by knowledge and interest in common issues which builds understanding and agreement.
