Actually, it is not. If you receive money back, you have given SARS an interest free loan. If you owe them, they have given you an interest free loan, that if invested, would mean that you earn interest on SARS money.
It amuses me to see the Joy that people express when SARS gives them THEIR money back.

No, I have not overpaid taxes since escaping the PAYE net, so I never get a SARS refund. BUT, I don't have to pay them either!

You'd have a notice (ITR or ITC or ITsomething 34).

It doesn't say anything about submitting something. Just how much I'm supposed to get back...
There is a place where it says SELECTED FOR VERIFICATION and then will have a N for no or Y for yes next to it
