Ahh right. I'm in Cape Town (despite being British) and I've still got incandescents (again landlord including electricity, otherwise they'd be gone!). I think you may be thinking too much about your own experiences -- where you yourself replaced all your bulbs -- not the general reality.
Ultimately you get energy wasters in both countries and people in general in the UK spend much less as a % of earnings on electricity than in SA (because of gas used for heating/cooking, and because they earn much more - despite higher R£/kwh prices)
I know, I recently went and put some incandescents back in because I was selling a house, and some energy savers are just too slow to light up/ugly.
