Is it the same when using a mouse(preferably wired)? What hardware are you using? Just tried an old Celeron Laptop with 4Gb ram and Intel iGpu & there was no discernible lag with the trackpad with Ubuntu 19.10 or 20.04.Good q. I see it more evident in the browser, but definitely throughout - to a lesser extent in some regular gnome tools like files. It's there, just less evident. It's there minimally in the terminal as well. It feels kind of like the mouse in general to be honest. You move your finger on the track pad and a split second later the cursor comes to a stop. There's definitely some latency that I'm not familiar with. The majority of my desktop experience is Mac and PC - I usually work on Linux systems without desktop.
Is the synaptics driver installed on your system(to check: apt policy xserver-xorg-input-synaptics)?It seems PS/2 Generic Mouse is active not the synaptics driver... eish. Typical Linux desktop ballache.
