I think it means that ISPs can now buy Seacom bandwidth directly from Seacom.
SAT-3 is only layer-2 they're not trying to play in the layer-3 space like these Seacom people. I can tell you that there is IPv6 traffic being carried over SAT-3.Question - is SAT3 also IPv6 ready?
