Who is going to have access to the SEACOM cable when its operational?
Is it only Neotel? If it is , then we screwed big time.

No, there are a lot of people already bought in... including Telkom.

Gateway communications has purchased an STM1 circuit (155 Mbps)

all telecoms have access to the cable
Neotel is only landing the cable

Yep - NeoTel lands it and manages the landing station, anyone with a ECNS (ala VANs) license can purchase access... It's remarkably cheap too :)

The fact that neotel is landing the cable in my personal opinion is a good thing as they seem to have a good mission in mind in bringing down costs of telecoms in SA
Albiet they do have crappy service
