You think wrong. It is my understanding that they have moved up the value chain and are offering ISP services. At least, I have an ISP telling me they have lost corporate deals to seacom.

I don't think Seacom are an ISP so I don't think they can block anything. I think they just provide a cable link.

Might be the local ISP's international provider

More than likely they are natting a few clients behind one public IP, probably reported for excessive abuse and blocked.

So technically all the clients behind that will be able to use unotelly as their DNS?

I presume you mean not be able to? Then more than likely yes. It causes serious security and problem solving issues. Hence why natting is evil, ipv6 is the solution for this, however there is no reason why they do not have more ipv4 space from afrinic.

Depends, may or may not have just changed his connections IP. It wouldn't necessarly affect the others. I can't say.
