Securocrats serious about cyberwarfare

How would these guys deal for example with the new apps coming to life now like Telegram, Redphone for Android and the Signal app equivalent for Iphone that encrypts our text messages and the last two encrypting our Voip calls?
 
They're probably busy working every angle to get around the encryption. I knew some guys who were working on apps to encrypt communications and they got approached by an American agency to add backdoors. When you refuse you no doubt become a target for hackers.

Well, Redphone / Signal and Telegram makes their code available so if you are so inclined you can go and inspect it and if you know what you are doing see if there are any such backdoors I would think?
 
Why isn't RICA being used to stop cellphone theft in its tracks? Thanks to RICA, we now know what sim card is used in which phone and who that sim card was registered to. So when a phone is reported stolen, instead of blacklisting it, they can monitor the phone for usage and send the police to whichever address the sim card was registered on.
 
^ RICA might have been created to cover that, but that's not going to happen. Easier to use RICA to keep tabs on everybody than to prevent actual crimes that affect the majority of the population.

Firefox Hello—browser to browser voice/video chat—is encrypted too; not sure how strong it is.
