How can one go about selling and idea for the banking sector? The time taken by people at cash advance atm's is getting to my nerves now.

Can you provide a working demo? Nobody is going to listen to just an idea, they want to see it in action, even if just simulated...

You do not sell ideas. Ideas are worthless in commercial terms. Registered intellectual property, however, is very valuable. As are operational and successful businesses (more valuable than the IP alone). You have no ownership of ideas, and nobody will ever be bound to pay you a cent for them, unless you manage to swindle a contract out of an existing business to do so (not a good idea); or it forms a part of your employment contract; or you find some very, very open-minded venture capitalists who decide to invest in you (not necessarily your idea alone). Firstly, since this is an actual product, you no longer are dealing with an idea. If you feel strong about this app and are sure it might be successful, first spend the money in securing patents. You need to protect your product. If you do go to a bank and they like it, they will probably have their IT staff create the same product and have it launched in a months time.

Once you secured your protection, first visit SABRIC. If this is a good app and may be useful for banks and their clients, and provide enough safety and security to use, these guys have great influence and can get your product infront of the people that matters in no time.
