ask said company for some websites they have worked on.. then do search in relation to those websites and wherever they come up in google results = company effectiveness..

In my limited experience, it is almost impossible to grade effectiveness of a SEO company, as SEO is an ongoing work.
One change in Google's algorithm could send your listing to the 10th page.
It is also hard to determine which company actually builds decent backlinks to your website, and not just spamming everywhere.
It has always been easier for me to do it myself, than pay a company for work that they may or may not do.
There are tons of reading that can be done to educate yourself in a way that is not overwhelming (Moz & Search Engine Land comes to mind)
