Serving internet to our workshop

We have an Rain data Sim. What we want to do is create a type of Hotspot in the workshop for about 15 people. Can we do this with just a router?
Also we would like for each user to have his/her own password. So in a nutshell, we are trying to set up a little wifi network with internet access. And each user log into the router with his/her own password.

Is this possible? Can one do it from one device?
