I have a Billion BiPAC 7300 RA ADSL2+ Modem / Router (Link),
running Win XP and Ubuntu.
I have a Telkom Do Bundle Account (For international bandwith), and now an Axxess Local account.
How do I set up my system to alternate between the two and direct local traffic and downloads through the local account?
(I'm kinda a noob at this)

Try setting up a cheap internet box running route sentry. Make the primary acount the local one and then the international traffic is forced over to the secondary account when needed. Share the connection and point your gateway and or dhcp server to that IP etc.
Thats what I used to do a while back :D

Okay... I'll see what I can find on Google about that...

On XP:
Use RASPPPoE to create multiple PPPoE connections, then use RouteSentry to dynamically route traffic between them.

On Ubuntu:
Create multiple PPPoE connections (because Ubuntu is so cool you can do it by default), then use static routing to route between them using http://alm.za.net/ip/localroutes4.txt and Paul_S's script.
