Sewerage and refuse removal charge

Out of interest - who generally pays sewerage and refuse removal? Owner or tenant?
 
Well, now I pay it ... so in my contract

But I'm putting up rent in a few months and starting checking places in the same area to compare. I see some charge the tenant that (only R500.00 extra, but still) so I wanted as much info as possible.

If she comes back and says, 'I can get the same house for the same price' - I can at least his back with 'it's R500.00 more ....'

Refuse collection (at least in Ekurhuleni) is a fixed monthly fee. Sewerage is based on your water consumption.
 
It should be included in the rent because it is usually a flat rate, most times its just not itemized so the owner just works it in to the rent.
 
Include it in the rent, with a clause that if it goes up the rent will go up by the same amount... this is how our lease is setup.
