Shaping getting worse

Last month I was able to get up to 400k on the international giganews usenet server but recently it's gone down to 40k. Shaping seems to be alternating now, haha, it's a real laugh. At roughly 5PM, my speeds on the news server go down to 40k (from about 100k, still slow), and my torrent speeds go up to about 140k. At roughly 7AM the situation reverses again. This is quite ridiculous. Can they just make up their minds already? Come on!!!

Tried Openlab's unshaping proxy but

1) Any private tracker won't recognise you (which are the most important ones)
2) Using the proxy on the news servers reduce speed by up to 60% and browsing by up to 40%

Anyone else bare witness to this kind of thing? Any other observations you've made from the shaping lately?

The US comes online at 5pm our time, that would explain a dip in international bandwidth?
 
We are currently speaking to the relevant parties.

What I know: IS claim that their product is unshaped and uncaped. Based on this the ISP advertise the same.

What I have seen: All P2P bandwidth gets limited during office hours but after that it moves.

My personal opnion, IS did not expect the uptake on this product. based on this they do not have the bandwidth to allow P2P during the day. However at night all their corporate customers are not using the bandwidth and then they allocates this to the uncapped users. I do understand their pain, as they have to purchase all the bandwidth (From the ADSL cloud to them) from Telkom on IPC links that cost around R 16 000 per 2mb, so Telkom is the one causing all the problems.

On a second note, with the new 4mb broadband and all the new sign ups, I dont belive telkom has the bandwith to handle this and thats why you will even find the Telkom unshaped having problems. This country needs to increase its capacity as broadband penetration increases they need increase their local and international bandwidth links.

Please note that we are looking at every possible solution, however we are held back by the providers.
 
I do not understand why I usually get good speeds on the news servers during the day but not at night, surely at night most will be unlimited? Justa a matter of interest.
