Sharing certain websites over WUG/WiFi

Hi Everybody!,

I want to find out if it's legal in South Africa to share a specific website over a WUG/WiFi network for free.

If i would like to give my neighborhood free access to google/khan academy/Edx/Coursera will it be considered to be legal or illegal?

I would like to help other people out and share the gift of the internet. It's been such a wonderful resource for me and i think a lot of people can benefit from it.

Good question, but I have a feeling there will be a legality problem.
 
Thats so against the law. Apparently there are regulations against that. Check your local WUG site for more info.
 
I spoke to a Guy called Derick Matthew at the ICASA branch in Bloemfontein and he said it shouldn't be a problem. It's just like a hotspot like Mugg and Bean has. They done need licenses to run a hotspot. As long as you don't sell the internet it's not necessary to have a license. I sent him this mail and and he said he will get back to me and advise me if there is any licensing requirements. Excuse the Afrikaans.

Ek wil graag 'n netwerk in Upington begin wat wireless gebruikers aan mekaar verbind. Dit is soos die WUG's (Wireless User Groups) in Pretoria, Johannesburg en Kaapstad en daar sal daar verskeie nie-kommersiele dienste gelewer word deur gebruikers aan gebruikers, bv. Gaming Servers, lokale-websites, VOIP. Dan wil ek ook seker internet webtuistes beskikbaar stel oor die netwerk.

Die internet was nog altyd 'n baie belangerike bron van inligting en het my lewe geweldig geraak. Ek wil hierdie hulpbron beskikbaar stel aan die mense wat nie ander maniere het om dit te bekom nie. Voorbeelde van webtuistes sal wees soos unisa.ac.za, mit.edu, edx.org, coursera.org, wikipedia.org en moontlik Google.

Die netwerk sal gebasseer wees op die ongelisensieerde 2.4 en 5.8Ghz frekwensie en sal teen geen koste verskaf word aan die persone wat belangstel.

Ek is oortuig dat die netwerk 'n goeie platform sal wees vir die inwoners van Upington om hulle kennis te verbreed en vir hulle nuwe geleenthede te skep. Inwoners met 'n belangstelling in rekenaars sal blootstelling kry tot "Doen dit Jouself" toerusting se opstelling en kan help met die instandhouding van die hele netwerk. Iemand wat graag verder wil studeer kan aanteken op sy Unisa bladsy of selfs aanlyn kursusse voltooi deur 'n aanlyn universiteit.

Wat ek wel onseker van is, is of dit wetting sal wees, volgens alle aanlyn forums is dit wettig maar ek wil definitief nie enige reels breek nie.

Good to know. Just make sure you manage it with Mac address. You don't want people bypassing or getting you in trouble. Get them to request access to your portal and monitor there connection.

OK thats a great idea, so i would let them log in to the WUG and do what they like and then i limit the hotspot only to registered users. Sounds good.
 
If there are any concerns regarding licensing, you can also contact the Wireless Access Providers' Association - WAPA:

www.wapa.org.za

They have a relationship with ICASA as well as a legal representative who will be able to advise on licensing issues.
