Rather move towards "insuring the driver" irrespective of which vehicle he/she drives. Accidents are mostly caused by drivers.

If... And this is a big if... We could somehow enter a parallel universe and have cops that were not more bent than a hairpin, the traffic police would request proof of current 3rd party insurance at random checks and road blocks. It should also be required at licence renewal.
 
In an ideal world the compulsory 3rd party insurance would create good competition to get the bulk of drivers and vehicles covered asap.

In reality, the cANCer will have sole rights in dictating which service providers can offer the products and they'll keep the RAF in place too.

People who say they can't afford the insurance actually just can't afford the car they are driving.

I drive an older car, I love it. It's paid for and insured. It's also fairly light on fuel.

So many people can't even afford fuel for their vehicles neverminded insurance, especially not how monopolized the industry would become with mandatory insurance, look at the UK.
The RAF is being paid already in the fuel price, more 3rd party the cheaper it becomes

But like any other laws in this country, it would never be enforced, no matter how it's implemented..
Just like in the UK, you cannot get your license renewed without insurance cover.

If you get caught without one, your vehicle is impounded.

As they say, if you can afford to fill up, you can afford the insurance.

problem is enforcement, you can have a Billion traffic laws, but who will enforce them?
Seat-belts, Hands-free usage, Moving Violations, taillights, Tires, plenty of laws, and taxis do whatever they like whenever they like.

so what use is it all?
The majority do as they please.
 
Absolutely not. What should be mandatory is holding people accountable to repay the damages they caused to others, 3rd party insurance makes this easier, but requiring everyone to have 3rd party insurance through government dictate even before any damage have occurred is authoritarian nanny state nonsense.
