Sigh, spot the problem.

3 issues:
1) It does not officially support Windows 7 or 8
2) Its PCI and not PCI-E
3) Its not USB 3

I also recently made a mistake with an USB 3 PCI-E card, where its got a crappy USB 3 chipset, which isn't compatible with my BlackMagic capture device.
 
Your better hardware supports more OS's than just -> Windows 2000 and XP.Windows Vista 32-bit and Windows Vista 64-bit
 
It didn't want to fit in my PCI slot, but then I tried another PCI slot and it fits now after a bit of struggle...

VIA USB 2.0 PCI chipset is also crappy. It doesn't have Win 7 drivers, as XP drivers do not work well. It doesn't work properly even on the old Intel PII mobo.
If you are looking for USB 2.0 PCI card, search for the card with NEC chipset. Additionally, if USB power is an issue (3G modems, external HDD), the card should have internal power socket. Power from PCI slot is rated only 0.5A.

Have you considered using a USB powered hub?

You USB bandwidth is limited to a single controller but the power output is enough.

Also note that on most computers two USB ports (the two next to each other) typically share a single controller (eg. put low bandwidth devices with high bandwidth devices to share all available bandwidth).

After market USB hubs are a real pain. The drivers are typically very shoddy which leads to bad performance and disconnects, etc.
