Sim only connecting to 3G

I have a data contract with vodacom. If I put the sim card in a router I only get 3G, when putting another sim in it gets 4G. Also when using a different device It does the same.
Went to Vodacom shop and they said I needed a sim swap. Did that and still the same issue. What can I do?
