I suspect that there will no longer be a significant difference between the registered and active SIMs. If a SIM is considered inactive, it is redistributed. The active SIM definition may be a bit 'wide', but still better than previously.While on the subject, how is the prepaid base measured?
Total number of registered SIMs or number of active SIMs over a over period (eg. last 90 days)?
The latter will (should) always be lower.

I still have not RICA'd as I want to contribute to the number of unregistered people in an effort to get the deadline postponed again. I'm probably fighting a losing battle here, but I'm just so tired of efforts to control electronic communication. Have you RICA'd yet?
