While on the subject, how is the prepaid base measured?

Total number of registered SIMs or number of active SIMs over a over period (eg. last 90 days)?

The latter will (should) always be lower.

I suspect that there will no longer be a significant difference between the registered and active SIMs. If a SIM is considered inactive, it is redistributed. The active SIM definition may be a bit 'wide', but still better than previously.

That may be true for the unregistered SIMs but many bulk buyers register the SIMs in their company's name pending resale.
 
What about when one registers a sim in ones name does that number stay with you for life or when it becomes inactive will it be redistributed?
 
I still have not RICA'd as I want to contribute to the number of unregistered people in an effort to get the deadline postponed again. I'm probably fighting a losing battle here, but I'm just so tired of efforts to control electronic communication. Have you RICA'd yet?
