Skype and VOIP Help

Can someone maybe shed some light on the following.
I know nothing about it.

I thought there would be a Sticky explain everything.

Is there any posts that would help me?

Skype is an application that allows PC to PC calls as well as a service to make paid for calls to landlines / cellphones.

and VOIP is simply "Voice Over Internet Protocol"

Go download Skype and fiddle - that will answer all your questions

Well I said I don't know anything about VOIP and Skype.
So any help or info would be appriciated...

Skype to cellnumbers get billed? But at lower rates?

Yup - any call besides Skype to Skype are charged for.
