Skype delays

Hi...are there any settings I can tweak in order to reduce the delay in voice transmission while using Skype with video (both parties) on a 192kbps line. Just thought I'd ask before I put the 2 or 3 second delay down to the shaping and relatively slow speed? I can see the person I'm calling say something on the video, and then hear them only 2 or 3 secs later.

Would Norton Security be interfering with this at all?

There are certain setting in Windows that can help. Check the Skype forums
 
You could always upgrade your line. They recommend broadband and 192 is pretty slow by anyones standards (IMO broadband is 512 and up but thats a whole other debate :)).
