I take it if it's 40kb/sec that means that to send and receive video you double that then??

Somehow I think the video bandwidth requiremetns are much higher, unless you want to see one frame per second or something like that. For smooth 20+ fps video you will be looking probably at something like 128+ Kb/s for relatively low quality.
