Slow ADSL Speeds ISP or Telkom??

Hi, I hope you guys could shed some light on the issues I am dealing with. First off I live in Seapoint in Cape Town.

I have a 2mb line with Telkom. The internet can be okay at times, although youtube videos are always an issue, at other times say during the evening the internet can be almost unusable.

I have recently moved to Cape Town, so the question I would like answered is... Is this just a Cape Town thing. Can I expect terrible speeds in the evening after work?

I.E would changing ISP even change anything.

I just did a speed test and these were the results

Download Speed: 188 kbps (23.5 KB/sec transfer rate)
Upload Speed: 429 kbps (53.6 KB/sec transfer rate)
Latency: 49 ms

However I did one earlier and got much faster results. So the internet is a bit all over the place and what I find is when loading a youtube video the loading bar will shoot out as if I have awesome speeds and then just stop entirely.

In short what would you suggest I do in order to get faster, more usable internet.

I agree with what has been said... get a couple of free / trial accounts and see if the same symptoms occur with these.

You just need to punch in the test accounts details into your router, and then see if the same issues are repeated.
