just got off the phone with telkom and was told that the cap was reset and the lines can not handle all the traffic at the same time
we must now wait till the people exceed the 3 gig cap to be able to work faster again
in the meentime telkom is taking on new subscribers every day and the speed will just get worse
bandwidth are to expensive to just add and they will wait till there is no movement before upgrading
so expect the worse
