Slow Downloads Speeds

after 6pm my download speeds drop to 10 kilobytes down to 3.5 kilobytes i have tried everything to fix the issue
i use to have 1.2 megabytes download on my other DSL Account. i can show a speedtest

Looks like you are right next to the exchange. Have you tried another account? Phoned telkom to do a port reset?
Maybe a congested exchange?
