Slow international connections

I have been experiencing extremely slow speeds when connecting to international sites since Monday. Is there currently a problem? My local connection is fine and I usually get great speeds when testing against servers in other countries (Moscow, France, Canada) however my upload and download speeds have been below 2mbps since Monday

Do people enjoy living under a rock, just ignore notifications from their ISPs or do their ISPs just not send them notifications when something like an undersea cable break happens on two popular cables..?

It did for about an hour, but then things went back to normal.. there were two sporadic packet loss spikes today, for about 5 minutes or so, but smooth sailing otherwise..

My internet has been bad today. Checked ISPs site and it shows no issues. So there is that.

Was dead slow on Monday evening and Tuesday.

Mine was fine till this afternoon. Then interaction streaming became problematic but Apple TV was fine.
