Slow international connectivity

Seems like the rosebank to hongkong link runs on candyflosh.. whenever it rains, or the candy gets wet, the line access is slow and needs new candyflosh strings.
 
Um, I've thought about this a bit, but still don't get it. Can someone explain why when the Rosebank (I assume that's the one in Jo'burg) to Hong Kong link is down, my browsing from Cape Town to the US is porked?

Well saix international peering all seem to go via rosebank nowadays, there is capetown peering but for some reason it doesnt get used, god knows why.

So everyone in country on saix access kinda get stuffed.
 
So SUX does not have redundant peering? And they charge us for what? Bloody thieves!
