Slow Network when other computer uses internet

Howdy

So we have a fairly new laptop on our network and every time the laptop is used to browse the internet the rest of the devices network is unusable. It doesn't seem to be bandwidth based because we have a 6mb line and this is just normal browsing. If the laptop is connected but not being used its fine. When the laptop is browsing the other devices can ping sites such as google but it takes over 800ms and the internet is extremely slow. This is more than just bandwidth hogging its like the laptop floods the rest of the network. The router is a D-link 2750u and a Samsung laptop.

Any help would be appreciated.
 
Is the laptop connected wirelessly?

What happens if you connect the laptop physically (with Wifi turned off on the laptop and a CAT5 network cable)?
 
Same thing. Ive turned off the wifi and plugged it in using a ethernet cable. Same thing
 
Two possible problems could be:

1. The laptop has something downloading in the background, e.g. Windows updates, malware possibly.
2. Possibly an IP conflict. Make sure that the IP address on the laptop isn't using the same as another device. This shouldn't happen if it's using the DHCP server but it could be set to a static IP.

To confirm point No1 - can you see how much bandwidth is used when the laptop is left in for 5 minutes or so? If it is indeed downloading/torrenting/spamming then there should be a spike in bandwidth usage.
As for point 2 - it doesn't make sense as the OP stated she tried both wifi and ethernet, and both does the same, which leaves point 1.

Or it can be something else.

Can also be Spotify running on that laptop - it'll cause problems for all on the router.
 
Windows 8. If looked at the bandwidth usage and its not something in die background. The laptop can be on and connected, just not actively using the internet. Ive assigned the laptop a static ip on the router. But doesnt help
 
On both the wireless and ethernet network adapter, is TCP/IP v6 unticked/disabled?

So that you only have IPv4 on the network?
 
About 6 devices. Ive disabled ipv 6 but the problem persists
 
Disabled ipv6 no help. We have 4 devices in the network.
 
6mb. McAfee. Will try and updates drivers and play around with the windows internet settings
 
Well found the problem. POS windows 8, has an exe called Livecomm that keeps uploading at the full speed the line supports thus killing all internet. The best part is there is no sure fire way to disable it, only half assed workarounds.
Time for a format and windows 7
