Slower connection - ISP or Line?

Hi guys

When I first got my 4MB ADSL about 4 months ago, it was behaving like a 4MB line. Speedtest.net results to local servers were +3.5MB/s and pingtest.net to local servers were <30ms and jitter was 0-1ms.

However, I've noticed a definite slowdown. Speedtest.net results vary a lot (sometimes < 2MB/s and if I'm lucky > 3mb/s). Pingtest.net results to the same servers are now >40ms, with jitter sometimes at >20ms! Yesterday pings to telkomsa.net varied from 30-150ms

These are my router stats (I live aprox 1km from the exchange)

ADSL Link Downstream Upstream
Connection Speed 4091 kbps 511 kbps
Line Attenuation 23.0 db 9.5 db
Noise Margin 30.80 db 11.5 db

I've tried using the following ISPs (don't know how different they are in terms of what networks they use): Webafrica, Axxesslite, Afrihost (my current ISP). I've also logged a line fault with telkom...

So, now for my Questions
1)Do you guys think this could be an ISP or Line issue?
2)Is it worthwhile trying to see what speeds I get with Telkom as an ISP? (I got good speeds with them in the beginning)
3) Are there any other obvious things I can check?

You should be syncing at 4096 and 512 with those stats, not sure why you missing a couple of kb. I would speak to Telkom (0800 375375) and ask them to reset your port and then lock your speed at 4 meg. Otherwise im stumped.
 
You don't say how much Gigs you have used. Do a trace route to eg www.cnn.com. You should see a marked increase when you hit IS. All three ISP's you mentioned use IS. I understand that a particular package from Webafrica isn't throttled. My speedtest shows that my upload speed is twice as fast as my download speed, go figure.
