Smartphone battery life could be doubled

Sounds cool...but the article is a bit vague. I dont really understand how or what this is supposed to do. Is this installed only on the BTS and will improve battery life for all existing smart phones .... or does the phone also need this new chip?
 
Sorely needed too, phone batteries went from lasting 3 - 4 days to lasting 1 day.

Must I go back and find all the past articles from the last ten years and show what a crock of rubbish this is?

We've been promised revolutionary new batteries for some time now.... I have yet to actually see one.

Seems this actually gets implemented on the network side though and not the actual battery? A bit more detail as to how this works would be nice.
