I wonder if it's a co-incidence that this thread comes up as Parliament is being sworn in and Cyril is finalising his cabinet. Does the president secretly turn to MYBB for advice?
 
You see there is an art to this. And also then there are the simple equations of jail or no jail.
If you jail someone, unless the person is a physical threat, there is nothing in it for you, accept revenge and tit-for-tat. That lasts a day. He sits forever. However, if you can give up on the idea of punishment and revenge and go for what you can gain, if you play the game for maximum gain, instead of so-called justice, then there are strategies and tactics that maximise the opportunity for you to gain more information. Information is power.
A lot of it is about timing and divulging as little as possible as slow as possible and playing for time.
One strategy would be to maximize doubt and frustration, maximise miss-information and minimize predictability.
Good-Cop-Bad-Cop, well executed, is another.
All else fails, push comes to shove, you play your cards.
 
If it is a serious criminal offence that has been committed then you are obligated to hand the perp to the authorities. If not, you could be seen as aiding and abetting. Its the moral and ethical thing to do.
