SNO licensing in final stage

In terms of the Telecommunications Act, the SNO is three years behind schedule due to problems with the bids and finding an international investment partner. ICASA chairman Paris Mashile went on record earlier this year saying that it should be licensed before the end of November. However, it seems it will now be by the end of December.

“We should have good news for all within the next two to three weeks,” says Lumko Mtimde, the ICASA councillor chairing the SNO licensing committee.
 
And I should win the lotto in the next two to three weeks.
In addition, I should invent a new type of grass that grows in the dark.
While I'm busy with that, I should make my car 200% faster and safer using elastic bands.
And - on the side, I should make getting dressed in the morning a more enjoyable experience by hiring 10 peeps to help me, and claiming their salaries back as tax refunds.
During my tea break, I should overthrow the governmint by claiming back all my taxes that did nothing for me, and using that money to bribe every one to quit, and then I should actually issue the licence myself.

Every month they just search and replace all months with the following month and release the press release again. Here's a script to generate next month's:

ICASA's inaction (going on for *months* now, and this SNO debacle four years now) suggests corruption or gross incompetence, why is there no accountability or even an investigation? *Sigh*.
 
I'm confused, why was it a requirement for the SNO to have a international investment partner?
 
I don't know why, but I suspect that everything is being held up by the electronic communications bill and the ICASA bill.

I'm hoping something in the bills will have a positive effect on the SNO licensing, and the ADSL regulations, and thus need to be signed by our president first.

The SNO is 3 years behind because of the fact that our communications minister is a useless bag of hot air, and would fit in much better at a retirement village than the communications department. Useless, totally useless.
 
Does the SNO have a name or will they just keep SNO as their name :D
