The Golden rule of fines is, ignore it until you receive a summons.
Then think about paying it. I've ignored summons once before also and it was thrown out.
So my general rule is, unless they issue a summons and I believe it to be valid, I ignore it flat out.
I've got about 3 silly speed fines that I've completely ignored and thus far, never heard of them past first notice.
And before I get shat on for being a lower human being, one of the fines actually doesn't even have my car on it (Clearly a Corsa bakkie != Hyundai i20). But they want me to fax them proof, at which I told them to politely go f@#k themselves (administer your own damn business ffs).
Other fine is for speeding in some lonely town I know I didn't speed it and I disputed the fact that their equipment is accurate.
So on the story goes. All one big happy money making scam.
