Softcap - Any specifics?

Regarding Telkom's softcap. Are there any specifics on how they throttle?

Ie. do they reduce your speed by 50%, or only certain services? Their terms and conditions are (I guess intentionally) vague surrounding the topic, so I was wondering if anyone has specific information on how they go about it?

I've only got my line on Tuesday and I'm not soft-capped yet, but from what I understand: They throttle your speed to 384 and certain video streaming (eg. Youtube) gets blocked.
