If the light on the Mobo doesn't come on, it could be the mobo. I recently had the a similar problem and it ended up just being the cmos battery ! replaced it and it was fine. Also try resetting your cmos.

Yeah, mobo is gone. The light not coming on with 2 different PSUs means its 99% guaranteed to be the mobo.
The other thing you can try is removing the mobo from the case and putting it onto a wooden desk, that way you can eliminate a short.

Remove the reset and power button wires from the keyboard and "hotwire" it by connecting the pins with a screwdriver (split second only). THat way you can eliminate dodgy button issues.
+1 for that suggestion. Something is shorting, and you want to eliminate an unwanted contact with the case and be sure that it's something ON the motherboard

Might be a stupid question, but you have taken out the BIOS battery while the power was pugged out to clear the BIOS?

You can also test the PSU 12V & 5V lines by plugging a hard drive in - and only that, you want only one thing on the line here - and shorting the green wire to any black on the big motherboard plug. Note that this is the green which is typically 4 in from the left with the holes at the bottom of the plug facing you and the release-clip on top.
You want to hear the whine of the spindle motor starting up and the 'popcorn' sound of the seek motor doing its own thing too. That said, if your PSU can't even do this, you should stop searching there and replace it.

Having the same problem with my pc with it flashing on for a couple seconds and then going off, except now that i've re-seated everything it seems to be going on but my monitor, keyboard and mouse don't go on which further proves it is the mobo.
Tested everything using the process of elimination and its definitely the mobo. You're just lucky you've got socket 775, I've got socket 478 and there is no chance in hell I'm gonna find another mobo. Sigh.
