If younger, then kids parents consent must be gotten whether the kids hump with the parents consent or not). The intention of injecting them with birth control was not to kill them, only to prevent unwanted pregnancy thereby greatly reducing whatever chances these kids had to a good life, not to mention the quality of life their offspring can expect.
Perhaps because most of the commentators here have "wife/girlfriend/daughters/cousins/friends and other family" that contribute towards the economy and are capable of producing offspring who will do the same. Not so much the case with the poorest of the poor that are already living of grants, a burden to the country, reproducing and increasing the burden?
