Investment is something they don't know how to do. Meddling - now that's another story. The question of whether to 'invest' or not boils down to 'what's in it for the ANC?'

Link to the report? From the article it seems to infer that the report is only based on fixed-line traffic - this would then exclude a large chunk of mobile broadband. Unless mobile broadband is taken into account, the report is perhaps flawed (internet broadband overseas is mostly fixed-line, whereas broadband in africa is a combo of fixed-line and mobile).
