Speed Test shows otherwise?

Greetings :)

I had a line installed about a month ago and decided to go with telkom as my ISP and from the beginning i had a problem. I subscribed for a 2mb line and well, speed-test tells me that i am downloading at 0.90mb/s and uploading at 0.95mb/s and it has been like that since day one. i have tried multiple times to call the famous 10210 helpline , only to hold for 2 hours , then to get an answer and told to hold again , and wait a hour just for a hangup :D i have also registered a dispute online with telkom with no success whatsoever... :wtf: anyone have any suggestions on how to get this sorted out ? ANY response will be greatly appreciated :D
