I have experienced the same, I have a 192k DSL and my ISP is ISDSL.
My modem reports 320 down and 192 up and I used to get arround 30 - 35kB/s sometimes a little more.
Now I get a sustained 19kB/s flat on a ftp from ftp.is.co.za which equates to 21kB/s line util. And on a upload I get the same 19kB/s.
I borrowed a friends SAIX account and get the exact same from ftp.saix.net.
I phoned Telkom, they checked my port on the DSLAM and all was well.
I asked if they have intruduced any new configs lately and I got the typical answer of NO and they will only investigate if you get less than 15kB/s on their speed test.
IMHO we now get what payed for even if it's overpriced.
