splitting prepaid on single phase

Anyone know if this is possible?


Current place is a 3 bed/1bath house. We want to build a 2 bedroom cottage in the back yard and rent this out to seperate tenants. Can one have 2 separate prepaid meters?

I'm leaning towards No, a 3phase would be better and each tenant gets 1 phase (the third one not used or for the standalone garage which may or may not be converted to a dwelling)
