Now the stores are starting to take responsibility for looking after children. I see opportunities for massive lawsuits.

Then good for you. I cant constantly keep my eyes on my kid/s and if something can help to prevent something like this from happening then I am all for it.

Or at the very least an unremovable electronic ankle bracelet. That way parents can safely pay no attention whatsoever to their offspring and defer the responsibility for their safety entirely to a more competent authority. After all, removing their clothing is kind of exactly what sickos apparently like do anyway, so I can spot a shortcoming there.
