Starting a WISP in my area

Hello guys, this is my first post on this forum. I am trying to setup a WISP business in my area. I will be serving about 500 lan clients with about 100 wireless. I will like to have a dial up account using NS2 for the lan clients and captive portal for the wireless clients e.g laptop. Please I want you guys to help me with the right equipment that i can use for transmitting my wireless signal. I have a telkom line that supports 4092, I have bought two NS2 and a Mikrotik RB433 (3 eth port) just to experiment. My concerns are:-

(1) Going the right way about getting license to operate (Not sure what license or permission is required to operate as an ISP)
(2) How to authenticate clients and billing (Bandwidth control, throttling and usage logs)

Pls guys I need your help as I was told that a router board 433 is capable of doing what i intend doing. Any help will be much appreciated.

I know a few businesses that is operating without licenses for the last couple of years on the 2.6GHz spectrum. So I do not think the license is such a big issue.

I would suggest that you register a Close Corporation or Private Company.
Authentication, bandwidth control, throttling etc is done via a radius server.

Miro (www.miro.co.za) are experts when it comes to wireless networking and I would suggest that you give them a call. To setup a proper WISP is going to cost you a few grand but if managed properly, would be worth your while. A proper high site would cost in the region between R15 000 and R18 000. I would also recommend that you get a second 4MB ADSL line and then connects the 2 lines with a load balancer.
