Static IP non business

Please advise

I have an ADSL line and an static IP though a 3rd party. The static IP is for me to view my security cameras at home prior to entering or remotely. My line is at half the speed I am paying for. My ISP provider states that the static 3rd party IP is bringing the speed down (Telkom).

1) Is the above statement true ?

2) If true, how do I solve the problem, I am not a business so I do not want to pay business package rates.
ADSL or Fibre solutions are acceptable

Dont know if its possible for your sollution, but you could try a Dynamic IP with a DynamicDNS sollution like DuckDNS, which is very easy to setup.

With the limited info you provided all I can suggest is the following:
1. Scrap the static IP provider.
2. Change ISPs because the one you're on right now is lying to you.
3. Understand that ADSL requires both an ADSL line and ADSL data and are usually charged seperately (unless part of a bundle/contract)
4. Secure your internal network, close any open ports you may have and change the default password on your modem, router, cameras and anything else in that network.
5. Setup a dynamic hostname that resolves to your current IP at any given time, I would recommend https://www.noip.com/
6. Do step 4 again.
7. Foward ONLY the single port you require for your cameras, and ensure accessing them needs a password that is unique, not long, even your name and your birth year is fine.

Any guide or tips on how to do this ? How do you check for open ports ?

Look for an option for UPNP and disable that, then look for NAT or port forwards on your router. This depends on the router, so I can't give you any specific guidance. If in doubt, ask here and give us info.

I already have only the ports I need forwarded. Haven't disabled UPNP. Will take a look at it.
 
Make sure you have changed all the passwords, you don't want to become part of a Mirai botnet!

Don't disable uPNP.

Especially if you have other devices like Xboxes or Playstations on your internal network that require it.

I've got the ports needed for Xbox forwarded manually as well.
