Static IP routing issue

I have a really weird problem and no-one can give me any clear indication of what to look for to fix it!

My setup:

1. SAOL uncapped 384K ADSL with static IP running on a billion 4-port router/modem they supplied.
2. D-LINK DI-604 router with an internal IP range set up with the SAOL router as the gateway and DHCP enabled.
3. 2 machines and a printer on the internal IP range.

I can acces the net without problems and i can download like crazy but I can't seem to get data out for some reason. When I try send mail through SMTP, webmail or GMAIL it times out. Also, when browsing some sites that require you to submit forms, they time out.

When I plug the PC directly into the static router and assign it the live IP, everything works fine!

I've tried everything from resetting the router, flashing the firmware, changing IP ranges, you name it! I've been struggling with this one for 4 weeks now!

Any help would be greatly appreciated!

Maybe you have some routing configured? ROUTE PRINT should tell you (from windows)
 
Nope... All's fine. This grates my t*ts! Unfortunately I don't have access to the SAOL router as they don't give you the username/password with the router so I have no idea what's configured on there...
 
if you can download then your routes are fine.
I suspect a firewall on the D-LINK DI-604 router is blocking "uploads"
 
Also not that. The DI-604 works if I use it with PPPoE if it's not using the SAOL router as the gateway.

SAOL reconfigures the Billion to have a non-standard username and password as it contains settings they use to have this person connect to the internet via adsl with a static IP address.

As for Nocturnity, try switching off DHCP on the D-LINK, assign IP addresses manually to your printer and your PC.

So if the Billion's internal IP address is :

192.168.0.1

Configure your PC and printer to have 192.168.0.2/3 and make the gateway 192.168.0.1

If this doesn't help, I'd suggest calling SAOL for some support on this. This one company I work for has BusinessADSL from Mweb and they had to disable live IP's because I ran a DHCP server on the internal side. So now I only have one static IP address from the outside.

I've found these people to be idiots in any case. Not once in my 12 years in IT have I heard of a "live IP" but what I assume it means is that the Billion router is set up to have DHCP on as well. This could be why you're struggling.
